WP6 - Impacts of mitigation policies in the EU and beyond
Challenge
Bringing ADVANCE IAMs and energy-economy models close to the policy-making procedure and proving how model improvements can increase the suitability of the models for contributing to policy impact assessments.
Key questions
- Are IAMs and energy-economy models relevant for policy impact assessments? If so, how and why?
- What are the model features and model detail (sector, country etc.) that can enable a better policy discussion?
- What are key elements of policy impact assessments and how can each model specialise in providing insights for the policy debate and contribute in a complementary way in the modelling toolbox of the impact assessments?
Objectives
WP6 aims at highlighting the policy relevance of model improvements undertaken within the ADVANCE project and at demonstrating the improved suitability of the advanced models for a contribution to both a more complex EU policy debate and a potential enhancement of the EU Impact Assessments model toolbox. ADVANCE shall deliver improved policy tools, especially with regard to end-use efficiency, integration of bottom-up information, endogenous technological progress and distributional effects. The ADVANCE models will have also a higher degree of sectoral and regional differentiation. To this extent, the work of WP2, 3, 4 and 5 shall be implemented and highlighted in the policy analysis of Tasks 6.2, 6.3 and 6.4, providing further insights to the decision makers. This shall be accomplished by a set of policy scenarios that will reflect the policy debates at stake, which will be designed in collaboration with EU policy makers like DG CLIMA and DG ENER. The aim of the policy analyses undertaken in WP6 will benefit from the differences, the added values of the improved models, while taking into account their limitations.
